Construction debris and Escondido's waste plan

Escondido's Construction Waste Management Plan (CWMP) is required before permit issuance for new buildings, demolitions, larger non-residential work and residential additions or alterations that add conditioned space.

The plan offers two routes: the City franchise hauler's roll-off bins, or self-hauling to Escondido Resource Recovery on West Washington Avenue with a receipt and certificate. Missing receipts can hold up the final inspection.

If your project has a CWMP, tell us before pickup. The plan sets where its debris can go and what receipts the City expects at final.

For remodels without a CWMP, mixed debris still goes to a permitted facility, and we keep the receipt if you want it.
